SST Projects

Starling — 4-CubeSat Swarm Demo (106822)

  • Period: 2019-04 → 2024-05 | TRL: 3→7 | Status: Completed
  • PI: Howard Cannon (NASA Ames) | Bus: BCT XB1 6U
  • Launch: July 17, 2023 on Rocket Lab Electron ("Baby Come Back"), ~575 km near-sun-synchronous
  • Collaborators: Stanford (StarFOX optical nav), Emergent Space Technologies (ROMEO autonomous maneuvers), CesiumAstro (CommPack crosslink radio), NASA Ames (MANET, DSA, HAMLET propulsion, integration)

Four 6U CubeSats demonstrated four swarm technologies: 1. MANET — B.A.T.M.A.N. ad-hoc mesh networking. All 4 data rates proven, 2- and 3-hop routing demonstrated. Network established in <1 min (forced traffic). Reliability >90%. File transfers worked up to 50 KB; larger files unreliable. 2. StarFOX — Stanford's angles-only optical navigation using star trackers. Successfully tracked multiple spacecraft simultaneously. Envisioned for cislunar/deep-space nav without GNSS. 3. ROMEO — Emergent Space's Cluster Flight Application (CFA) for autonomous orbit maintenance. Demonstrated onboard maneuver planning and execution. 4. DSA — Distributed Spacecraft Autonomy. Onboard ionosphere TEC monitoring with consensus-based observation strategy across the swarm.

Starling-1 anomaly: Propulsion leak early in mission lowered orbit relative to other spacecraft. Modified DCM strategy: Starlings 2/3/4 maneuvered to close gap with Starling-1 instead of original plan.

Operations model: BCT handled bus C2 and commissioning via KSAT-Lite. NASA Ames handled payload ops, flight dynamics, and software. <10 FTEs total — the first NASA Ames CubeSat mission using this public-private ops split.

Outcome: flew | Confidence: confirmed (SmallSat 2024 paper, 6+ NTRS publications)

Starling 1.5 — Space Traffic Management Extension (155355)

  • Period: 2024-05 → 2025-03 | TRL: 3→7 | Status: Completed
  • PI: Matthew Hejduk (NASA)

Software update to the existing Starling spacecraft for onboard conjunction assessment (CA) and collision avoidance (COLA) between cooperative swarms. Demonstrates STM capabilities on the same BCT buses — zero new hardware cost.

Outcome: flew (software upgrade on existing hardware) | Confidence: confirmed

X-NAV Autonomy Suite (106818)

  • Period: 2020-01 → 2020-06 | TRL: 4→8 | Status: Completed (canceled)
  • PI: Siamak G. Hesar (later founded Kayhan Space)

Autonomous navigation software for CubeSats — reduced ground station dependence. Canceled due to "delays in technical progress and scope changes."

People chain: PI Siamak Hesar later founded Kayhan Space, which won SST SSPICY study (155358) and NOAA TraCSS. The X-NAV knowledge transferred through the person, not the project.

X-NAV Autonomous Navigation Demo (106811)

  • Period: 2020-01 → 2020-06 | TRL: 4→8 | Status: Completed
  • PI: Siamak G. Hesar

Companion project to X-NAV Autonomy Suite. Modular autonomous orbit determination capability. Same PI, same cancellation timeline.

HyperXACT — Long-Life ADCS (91498)

  • Period: 2015-12 → 2021-04 | TRL: 4→8 | Status: Completed (terminated)
  • PI: John Carvo
  • NASA Tipping Point contract: NNA16BD34C, $2.15M

Intended to extend CubeSat ADCS for longer missions with tighter pointing. Was the payload for PTD-2 (95691) on a Tyvak bus. Terminated after I&T mishap — never flew. PTD-2 was replaced by LLNL Deep Violet (PTD-2R, 155370).

Outcome: no-visible-outcome (terminated) | Confidence: confirmed

Additional TechPort Projects

ADCS for CubeSats — SBIR (102534)

  • Program: SBIR/STTR | TRL: 5→8
  • Period: 2015-05 → 2016-08
  • BCT ADCS for the BioSentinel CubeSat mission (biological radiation study beyond LEO). Demonstrates BCT's ADCS product line being selected for flagship CubeSat missions.

DoD SSA program arc (2017–2026): Six contracts totaling ~$33M for space situational awareness microsatellite buses, evolving from early prototypes to the $25M AgileSat. This is BCT's defense moat — persistent SSA from microsats.

DARPA Blackjack ($75M): BCT built satellite buses for the DARPA Blackjack program demonstrating military utility of LEO constellations with mesh networks. This is the largest single BCT contract visible in USASpending.

Acquisition Story

Timeline: - 2008: BCT founded in Boulder, CO - 2012-2015: Early USAF SBIR contracts for ADCS/CubeSat power systems ($1.6M) - 2016-2017: NASA HaloSat bus, more USAF SSA work - 2018: DARPA Blackjack Phase 1 begins - 2019: SST Starling contract, DARPA Blackjack Phases 2 & 3 ($73M) - 2020: Raytheon Intelligence & Space acquires BCT for ~$350M (Dec 21) - 2020-present: Continues as RTX subsidiary, wins JPL INCUS microsatellites, HelioSwarm, POLSIR

Why Raytheon: BCT was building 90+ spacecraft at acquisition time. The XB-series bus platform had become the default choice for government CubeSat/SmallSat missions. DARPA Blackjack proved BCT could deliver constellation-scale production. Raytheon gained an instant SmallSat manufacturing capability and DARPA heritage.

Post-acquisition missions using BCT buses: - HelioSwarm (NASA Heliophysics, 9 smallsats, BCT Phase B $5.36M) - POLSIR (NASA Earth Science, 2 × 12U, $7.84M) - ARCSTONE (NASA calibration, 6U, $3.20M) - CLICK B/C (MIT/NASA laser crosslink, $1.36M) - INCUS (JPL precipitation science, microsats) - Pandora (NASA exoplanet atmospheres, Saturn-200 minisatellite, launched Jan 2026) — RTX press release confirms BCT-built bus

Production scale (2026): - 160+ spacecraft orders to date - Reaction wheel production expanding from 650/year to 2,400/year (~370% increase, $1M+ investment) — driven by demand for ADCS components across government and commercial constellations - BCT is now the dominant US small-satellite bus provider by volume

Archetype Classification

Primary: Bus Provider to Defense Prime - SST investment matured bus platform through Starling (4-sat swarm on XB1 buses) - DARPA Blackjack ($75M) proved constellation-scale production - Raytheon acquired for ~$350M (Dec 2020) - Continue winning NASA science missions post-acquisition

Secondary: People Chain - Siamak Hesar: BCT X-NAV PI → founded Kayhan Space - The X-NAV autonomous navigation knowledge left BCT with Hesar, not through formal tech transfer

Comparison to Tyvak: | Dimension | Tyvak/Terran Orbital | Blue Canyon Technologies | |-----------|---------------------|------------------------| | SST projects | 5 (CPOD, PTD 1-4) | 5 (Starling, Starling 1.5, X-NAV ×2, HyperXACT) | | SST flight missions | 4 (CPOD, PTD-1, PTD-3, PTD-4) | 2 (Starling, Starling 1.5) | | Defense contracts | $254M SDA (134+ sats) | $127M (DARPA Blackjack, USAF SSA) | | Acquisition price | Part of Terran Orbital ($385M total) | ~$350M standalone | | Acquirer | Lockheed Martin (Oct 2024) | Raytheon/RTX (Dec 2020) | | NASA science missions | Minimal post-SST | Extensive (POLSIR, HelioSwarm, ARCSTONE, INCUS) | | Post-acquisition trajectory | Production satellite manufacturer | Continued bus platform for NASA + DoD |

BCT is a broader platform than Tyvak — Tyvak specializes in the PTD bus for demo missions and SDA production, while BCT's XB-series serves NASA science, DARPA, USAF SSA, and university missions. Both followed the same SST → defense acquisition pipeline.
