Why It Looked Interesting¶
- FO project has an "Advanced To | 2013-11-01 | partner: Other" outcome record — but the date (2013) predates the project start (2014). This is a data error, not a real outcome.
- MSNW had a large SBIR portfolio: $13M+ across multiple AF and NASA SBIRs for plasma/FRC-based propulsion.
- NASA NextSTEP contract ($1.25M, 2015–2019) for ELF-250 high-power electric propulsion.
What Was Found¶
No TRL gain. The ICE thruster FO project tested plasma ignition in microgravity (parabolic flight) and returned with TRL3 = TRL3. The test apparently didn't demonstrate the improvement needed to advance.
Company timeline: - MSNW LLC had active contracts through ~2017. - The most recent contracts visible in USASpending are from 2017 (multiple AF SBIR Phase I awards, $150K each). - No contracts visible after 2017. - John Slough is a UW professor in aeronautics/astronautics — MSNW was his industry spin-off. After the NextSTEP contract ended in 2019, no further awards found. - The ELF (Electrodeless Lorentz Force) thruster concept was the core technology — it uses FRC (Field Reversed Configuration) plasma electromagnetically accelerated. Real physics, high potential performance, but extremely difficult to engineer reliably.
FO contribution: None quantifiable. TRL3→3 means the parabolic test didn't advance the technology.
Outcome Category¶
Dead end. Company wound down ~2017–2019 after NextSTEP contract ended. Technology (ELF/ICE thruster) not commercialized. PI returned to academic role. No patents, no spinoff, no follow-on NASA contracts.
Comparison to Ad Astra VASIMR: Both are high-power electric propulsion technologies that require power levels unavailable on current platforms. VASIMR (Ad Astra) at least reached TRL7 and has an ISS mission history. ICE thruster (MSNW) stalled at TRL3.
Note on Outcome Date Anomaly¶
Several FO projects show outcome dates that predate the project start. For example: - MSNW 91328: outcome "2013-11-01" but project started 2014-10-20 - Silicon Valley Space Center 91608: outcome "2013-09-01" but project started 2016-08-19
These are data entry errors in TechPort (likely copied from a previous FO period before these specific projects were started). They should not be interpreted as real outcomes.
